Chief Building Official


Are you able to provide service, think critically, and deliver results to mutually meet the needs of developers, consultants, and members of the public, while maintaining corporate priorities? If so, we want you on our Development & Engineering Services Team as Chief Building Official!

As the successful candidate, as Chief Building Official you will be responsible for planning, organizing, coordinating, and directing the daily operations of the Building and Inspection Services. This position fosters effective working relationships between the Regional District of Central Okanagan and external contacts and provides leadership to staff for the daily operations of the division.

In your role, you will:

  1. Provide strategic leadership to Building & Inspection Services in alignment with the Regional Board’s Strategic Priorities and corporate objectives.
  2. Ensure the construction of residential, commercial, institutional, and industrial structures and facilities are in conformance with established building, fire, health and safety codes, bylaws, and associated standards within the RDCO.
  3. Manage all aspects of staffing, including recruitment, selection, scheduling, coaching, development, day-to-day supervision, and performance management.
  4. Foster effective working relationships between the RDCO and external contacts including member municipalities, community agencies, and provincial ministries to ensure effective and efficient program delivery.
  5. Administer enforcement of building standards, policies, procedures, and programs, by interpreting bylaws, codes, and regulations.
  6. Leading the Building Division’s efforts in the enforcement of RDCO bylaws and Building Code regarding non-permitted construction.
  7. Prepare and oversee preparation of reports to the Director of Development & Engineering Services, CAO and Board, and deliver presentations to departments, committees and Regional Board (as required).
  8. Prepare input for all program budgets and monitor results against budget and performance objectives.
  9. Participate in the Emergency Operations Centre (as required).
  10. Other duties as assigned.   


As the ideal candidate, you will have:

  • A bachelor’s degree in architecture or engineering or be a Registered Building Official as defined by BOABC and have registration with APEGBC, AIBC or BOABC.
  • Minimum of 7 years progressively responsible related experience; experience within the public sector or municipal environment is preferred. An equivalent combination of education, training and experience may be considered.
  • Thorough knowledge of construction best practices.
  • Proven ability to analyze, interpret, problem solve and make sound, reasoned and practical decisions on a range of technical issues related to code and zoning.
  • Excellent technical report writing skills with the ability to deliver information across a wide range of contacts.
  • Excellent organizational and time management skills with the ability to balance multiple priorities.
  • Excellent interpersonal and relationship building skills among staff and external contacts.
  • Ability to create and effectively manage budgets.
  • Strong technical proficiency in MS office and GIS.
  • Thorough knowledge of the Local Government Act and other relevant provincial legislation.
  • Thorough knowledge of building code, bylaw enforcement, and field inspection standards and practices.


This is an exempt position that has a salary range of $110,237 - $122,486 - $134,734. It is the RDCO’s philosophy to pay in the middle of the range for a fully qualified applicant.
